Latvia is a parliamentary republic with a head of government, the prime minister, who chooses the council of ministers and a head of state, the president, who has essentially ceremonial powers and appoints the prime minister. The government remains subject to the approval of Parliament for the duration of the entire legislature. The country is divided into 110 municipalities and 9 cities. The latter have their own city council and related administrations.
