Harlow, a new town in western Essex, was built after World War II to address post-war housing shortages in England.

The man who directed the design was Sir Frederick Gibberd, who had a utopian vision of Harlow as a place of building, enriched with art.

He helped Harlow put together one of the largest public art collections in the country, with pieces by Henry Moore, Auguste Rodin and Barbara Hepworth appearing in unexpected places.
