The Capitol is connected to the Thomas Jefferson Building, the centerpiece of the Library of Congress, via a long underground passage. It was founded by Congress in 1800 and burned down in 1814 during the British-American war with the Capitol. Thomas Jefferson (1743-1826), the third president of the United States, then made available his 6487 volumes of private library for $ 23,950. He was of the opinion that "there is no issue to which a member of Congress does not have to refer at any time."
